Moultrie, Georgia – Billy Frank Fleetwood, 88, of Moultrie, Georgia, passed away on Sunday, February 1, 2026, at Colquitt Regional Medical Center, surrounded by his family.

Funeral services will be held at 2:00 PM, Thursday, February 5, 2026, at Cobb Funeral Home, with the Reverend Julian Griner officiating. Interment will be at Cobb-Suncrest Memorial Gardens.

The family will receive friends from 1:00 until 1:45 PM, Thursday, at Cobb Funeral Chapel.

Casketbearers will be Bryant Cope, Andy Whitaker, Chris Turner, Phillip Brinson, Scotty Sinclair and Corey Smith.

Born September 23, 1937, in Moultrie, Georgia, he was a son of the late James Franklin Fleetwood and the late Ethel Mae Griffin Fleetwood.

In addition to his parents, he was preceded in death by his wife, Norma Jean Shannon Fleetwood; daughter, Leila “Lisa” Fleetwood Hill; brother, James Anthony Fleetwood, Sr; and a sister, Willie Mae Turner.

Survivors include his son, Shannon Fleetwood and wife, Becky; grandchildren, Olivia Wu, Karly Ann Smith and husband, Corey, Melanie Westbrook and Tiffany Griffin; great-grandchildren, Wyatt Wu, Evelina Wu, Alivia Landrum, Ada Landrum and Laila Wiley; sister-in-law, Joan Fleetwood; son-in-law, Allan Hill; as well as several nieces, nephews and other extended family.

He honorably served in the United States Air Force and later worked and retired from Merck Pharmaceuticals in Albany, Georgia. A member of Calvary Baptist Church, he enjoyed fishing, hunting, being outdoors, gardening, traveling and family time.
